WIOA Facts

Purpose of WIOA

• Designed to improve employment, retention, earnings, and credential attainment for eligible participants.

• Prioritizes in-demand industries such as healthcare, manufacturing, construction, automotive, and professional services .

Eligibility at a Glance

• WIOA Youth (14–24)
• Split into In-School Youth (ISY, 14–21) and Out-of-School Youth (OSY, 16–24).
• Must meet barriers like low income, dropout, basic skills deficient, parenting, disability, etc.
• Heavy focus on work experience, internships, and career exploration.
• WIOA Adult (18+)

Open to anyone 18 or older.

Priority given to:

• Low income
• Public assistance recipients (SNAP, TANF, SSI)
• Basic skills deficient or English language learners

Funds typically flow through career centers and are used for training vouchers (ITAs), career services, and job placement.

• WIOA Dislocated Worker (usually 18+)
• For people who lost jobs due to layoffs, plant closures, downsizing, or economic shifts.
• Also covers displaced homemakers and military spouses.
• Focus is on reskilling and re-entering the workforce quickly.

Funding & Program Rules

• At least 75% of funds must support out-of-school youth .

• At least 20% of youth funds must be used for paid or unpaid work experiences (e.g., internships, on-the-job training) .

• Eligible programs must be listed on the ETPL (Eligible Training Provider List) before ITA (Individual Training Account) funds can be applied .
